Thanks Simon.  I had both front and rear truck off and it was still shorting

If plain tape fixes the problem, one of us here (like  me) could mail you a strip of Kapton tape - no chsarge.

I'll try some other kinds of tape I have lying around.  The LHS had the Kapton, but I'm not buying a $22 roll of tape when I need less than a couple of inches.

Get thee to eBay.  You can get rolls of 1 mil Kapton for about $6 to $7, with free shipping, from the US, in any width you want
from 1/8" and up.  (I think 1/4" would be a handy width for this, and you can always trim it with a very sharp Xacto
after it is installed.)

Some hobby shops (Hobbysmith in Portland is one) will sell you Kapton by the inch off of their big roll, much like hardware stores will sell you wire by the foot.  Not as cheap as buying a whole roll, but if if you only need a foot or two it may be worth it.

Thank you Peteski and others.  But I have reached the end of the line with this particular loco, sadly.  I had some other types of tape handy and tried those.  No improvement.  I got a great deal on this from a seller on eBay, so I'm willing to let this go to an interested buyer for a like price.  Short of grinding on the recommended places, which I don't want to do, I've tried all of the suggestions on this forum.  As I've mentioned earlier, on the bench this thing runs like a fine watch.  On the track?  Not so much.  There's a short happening somewhere, and I can't find it.  I'm not a tinkerer or loco repair guy, so this has been a frustrating and disappointing experience.  I'd prefer not to deal with the eBay hassles as a seller, so anyone on this forum who is interested in the loco and wants a "fix it" project, please send me a PM and we can discuss.  Thanks again to all who offered their advice and opinions.  I learned a lot!

Just for sake of clarity and in case someone else is interested, I did not purchase Ron's loco.  While we were exchanging messages, I got an email 'revising' the estimate we had on some home repairs, that has put brass locomotives  off the shopping list for the time being. 

Ron is a gentleman, and I hope he finds a new home for his loco.

And hopefully, this year, I will be able to move beyond 'estimates' to 'inspection of the completed work' on the house.
