They had a siding going into the building, through what is now a door too small for a freight car, so they buried it and built a new siding on top of it?

OK, that picture looks more like a footbridge, or maybe a push-cart railroad, than a standard gauge spur. That would make sense. The Google picture makes it look like there's still part of a railroad spur under the current track.
