I believe those are caps for coil steel

Not sure if they're tall enough for that, unless the coils were loaded on their sides, risking damage.

Alternative answer? Contaminated soil. Saw lots of gons similarly configured in the '90s responding to various cleanup programs.

Copper concentrate would be my guess, pretty common across Canada.

That would explain why I see a lot of these cars in SLC area. We have a smelter here that will refine it.
