That side to side loading is reminiscent of Flexi-vans.  So there is a PRR connection.

You think they would learn. Sure it's a mostly empty train but some cars shouldn't be at the head end when empty.

Trains are no longer blocked with train handling in mind, they are blocked to minimize or eliminate switching where they are setout.  If anything goes wrong it's the engineers fault for poor train handling.
