I know that Precision Craft didn't make N scale EMD F7s, so is this an HO model?

If you meant an E7 (rather than F7), almost any 8-pin DCC decoder made for N scale will plug right in.  I've used a Digitrax DN146IP : http://www.digitrax.com/products/mobile-decoders/dn146ip/
