Even if those get enacted, won't that happen sometime in the future (like months away)?  And I thought it was on China (Not Russia).

I don't think tariffs usually apply to single-item sales between individuals.  On the other hand, relations between Russia and the USA aren't the greatest right now, so there could be issues with postal service.  As far as I know, unless the seller is on one of the USA's lists of Russians one can't do business with, there would be no legal problems.
