To be honest I don't really know where I am going with this...
All I know is I "need" this plow...

 So... I don't posses the skills or technology to design and print it...
Also I'll be more than happy to do more research on the plow.
Can someone help me out on this please?

Actually, that looks like the Chessie style rock kicker. There's one on shapeways. I think they call it an NY&A plow.

Thanks for responding to me but a gentleman on a G scale forum I'm on also got back to me first. He happens to have his own 3D printer and made some samples.
Thanks @Ed Kapuscinski I wasn't sure what to call them I figured they were for moving logs and large rocks out of the way... Apparently they were made due to a ban on the steps that were common on first gen EMDs....
