Digitrax SDXN146K1E Horn Volume?

Trying to figure out the horn volume adjustments on this decoder. I have the grade crossing horn sequence (F7 and F10) playing nice and loud but can't figure out how to get the playable horn to play as loud. I set CV 142 to its max setting but the playable horn remains around half or 3/4 the volume of the grade crossing horn sequence. Setting CV 150 to a value between 128 and 135 is supposed to get you "playable volume", but it appears by looking elsewhere that you need a Digitrax command station to enable this feature....unless I'm missing how to do this (I have a Prodigy Express system). Setting CV 150 to 1 thru 7 does not seem to help either, although it may be a little louder with these settings).

....also, is there a shutdown sound sequence with this decoder? If so, how is it activated? Pressing F8 only seems to mute the sound.
