All he's gotta do is raise the foundation a little bit right?

That brick parking area is going to look great,  shame it comes up to the bottom of those basement windows though.  Bit of a water damage situation there.

If I walk up to the fence I can see where the sign was:

The light colored square was the sign. To the left of the light you can see "RE" and "PUBLIC" on the other side.

Ahh, my favorite thread is back ....
As for the brick pavement, if there is a problem with it being higher than the basement window sills you could either sand down the back of the sheet with coarse sandpaper until it was thin enough -- you can always slope down the asphalt drive a bit to the bricks, (probably more prototypical since I assume the city paved right over the original brick pavement that was there). A harder fix would be to sand away the foam(?) base to let the sheet sit lower. This brings up the option of putting in the foam subbase slight "bumps" and dips so it looks like they were made in the brick pavement from settling soil, truck traffic, etc. Possibly even an narrow asphalt patch running across it where a new underground line of some kind was put in after the pavement was laid.

Chris, The layout is looking fantastic (two thumbs up) I do have a question, why are you doubling up on the brick sheet? Since the brick would be original pavement, the asphalt street should feather down to the brick work.

In my hometown all of the streets were originally brick and two of the main streets even had streetcar tracks running down the middle of them. When the streetcar service was discontinued, the road department simply paved over the brick streets.

The brick sheet has another styrene sheet under it. I need to bring the parking lot up so that truck can back up to the freight docks. I just glued it in place and it's sitting with weights on it right now. You can barely tell any height difference in the road. And in real life the lot did go up:

I agree that the brick should be lower than the asphalt.
But since that's how it was on the prototype, the way you have it is best.

I'd also go over the brick sheet with a sanding block of 1000 grit sandpaper to give the bricks some wear from being there for probably a decade or so. Some lighter, worn tops of the bricks, with more dark and dirtier colors in between the bricks for all the dirt and such that collects there.

What's with the in the turnout in the historical picture? It looks like where it's points should be it just turns into almost bridge-track and keeps going.  Are those the world's longest points or am I missing something?

Also the area looked so much better and felt safer pre track removal :(

Gantlet track.  No points but combines trackage with a bottleneck where the right of way is narrow.  You'll see this on bridges sometimes, too.

The first photo provides a clue about how these were shot: you can see the shadow of a fire engine ladder and the photographer (plus an assistant, likely) at the top.
