ESU Light Boards...(ESU 50704)

I noticed ESU has some new light equipment, judging that the cheapest motor function decoder is now $14. I'm wondering if the light boards from ESU are actually a light function decoder? I cant find anything on the web, nor documentation on their website. Wondering if you gurus doing the voodoo that you do so well, would know anything about this decoder. The electronics look almost to simple to have a decoder on board, but the thing has a micro potentiometer which I would think would be controlled by a DCC.
