Can anyone recomend any mechants of custom decals where you have purchased and been happy with product?

Micro-Scale.  Might as well go with the best, especially if you have digital-ready artwork.

Dan's Resin Casting has done C&O hopper car sets for member 2-8-8-0 and he also did the set mentioned on the N-scale Varnish list for the Texas Special.  He does some excellent work and costs are really reasonable.
