Looks like downtown Syracuse in the late 1920's-early 1930's. Yes, the "Water Level Route" ran several miles through downtown Syracuse streets until the mid-1930's! Hard to envision the "Twentieth Century Limited" doing slow-speed street running, isn't it??

Looks like some sort of trolley wires , but too high up . Might there be a bridge or el to the left of the shot that has electric service , though I don't see any shadow ?

The Syracuse Public TV station aired a video a few years back showing this. Even had a segment with people standing on the open observation car deck of the "20th Century" as it rolled through downtown. I believe this is the video. Also includes a number of interesting shortlines. Overpriced for me, since I can't get the station.

It's a fund raiser for the station. Those are always expensive. Probably you could get it "free" for a $100 donation  ;D . Part of the price might be tax deductible. I don't know.

Actually, Frank may be right. Email the station and see if any part of that cost is tax deductible. Generally though, a donation in which you get a perk is only deductible for the amount left over after the cost of the perk. (Caveat - ask your tax attorney for details.)
