Only 2 sand domes, the 2 with the sand lines running down to the wheels. The center one is the steam dome, notice the whistle on it. That other tiny dome thing is where the pop offs are.

It is fugly though. I don't like those wheel chair ramps going up to the walk ways. And the front handrails reminds me of this Youngstown & Northern Loco:

Thanks , missed that whistle on the other side of the dome , so I thought it was a third sand box . Don't ever remember seeing a dome just for pop offs either .

On Erie N1 & N3 2-8-2's the pop offs are located in a small shroud that looks like a second smoke stack by the cab:
