Is there a set of the red EL boxcar lettering available? That would be a good start...
You`ll never find a Philly cheese steak on a menu in Philadelphia. It`s called a cheesesteak and we all know where it`s from...

Sweetness...

Although the amount of layering necessary to get the desired effect is starting to make my brain hurt ;)

Jeff,
I'm not an EL expert but I just did some digging through various
sites and could not find a single one in red lettering. ???
My thought is that maybe the red paint that was painted over the
EL scheme wore better on the lettering than the body of the car
where it was grey making it look to us that it was lettered in red. :-\
Looking at the photo it seems to be in the 201xx number series. I
found a few photo's and here's one from the Fallen Flag site.

Yeah, I'm thinking it was EL gray/black then CR oxide red then NS threw it in a blender.

NS probably never got hold of them. CR purged a large amount of their covered hopper fleet in the early and mid 1990s.
