I just saw on the Zimo site that Zimo sound and non sound decoders (=MS540E24 and MN140E24) will be available soon.

Can we use JMRI to program Zimo decoders or do they require a piece of hardware similar to ESU's programmer?

Sound downloads require a piece of hardware from ZIMO.  ZIMO also has a GUI similar to LokProgrammer, but not as intuitive as ESU (and the translation from German is not as good as ESU).  Non-sound decoders can have their CV's programmed just like any other decoder.  Not sure if JMRI DecoderPro is configured to handle ZIMO decoders. Probably does.

Here is an image from ZIMO web of their MX621 :

These are non sound as I have not used any of their sound decoders as I don't care for the way they do sound files.
I have installed 7 of these in various diesels,  I massage the decoder in Decoder Pro, with no problems. They perfform very well.
I forgot to mention I installed them about 5-6 years ago, as I recall there were no plugs on the end of wires.

Be well !

ZIMO decoders have excellent motor control, but yes, sound is less than optimal.  They have rather sparse selection of American prototype sounds, and what they offer is usually not all that good (some sound projects are quite old).  They function assignments and features are also unconventional.  They are Austrian company and they are really concentrating on the European market.  THey have good selection of European sounds.  Also some sound projects have to be purchased from independent sound developers.  ESU has them beat as fsr as American (free) sound projects.
