Yes, the LokSound or LokPilot nano with e24 connector just plugs onto the Atlas board. You might wrap some Kaption tape around it to make sure it doesn't get loose. Simple plug-n-play. No soldering or any other modifications.
Consistign is the same as with any other NMRA compatible decoder (which is pretty much every decoder out there).
As for programming ESU LokPilot decoders, sure you can write and read CVs on any DCC system. All the basic CVs are defined per NMRA standard. These decoders also have many other ESU-specific CVs, but you likely won't have to touch those.
