I've uploaded version 1.0 of my bulk transfer platform. Enjoy
https://www.thingiverse.com/thing:5458083
I designed the model so the end user can either select the gangway down in use - or in the stowed position .. I based some of this off safetrack.com pictures, but didn't attempt to make a complete to scale model - at N scale, this is close enough for me.
There are holes in the platform attachment - so if you wanted to make it movable, all you have to do is line up the platform holes and put a small brass wire in to hold them up ..

If I was building one, I think I'd put the wires in anyway, just to strengthen the joints.
