it's a Pyle National 2 conductor receptacle with a tightening screw on the bottom, usually it's battery power. I often see them on older passenger cars in the vestibules connecting all the car batteries together.  This one might be for field loop dynamic brakes.

Wow. A diesel detail I was not familiar with. Neat!

If it was one of their FP7s I'd have thought it might've been for power for the passenger cars they pulled.
