Yes, if we are talking about the early ones with metal gears.  But IIRC the more recent mechanisms used the same chassis that was used in GP40s.  Not ideal, but not as bad as the early ones.

The only Bachmann U36Bs I ever bought were chopped up for parts.  Combine them with a Minitric U28C and one had a passable (for the 1970s) U33C, which the GN, BN, and BN all ran.

Never did find a use for the rest of the U36B...
