Product idea for Briggs Models

I believe these are within 4" of the GP7/9 bolster length. I would love to build one in P&W and i'm sure MEC, ACL and other fans would be interested too.

Could those make use of the Atlas U23B still and handrail assembly?

While not a GE, I had inquired about an  ICG SD20 or SD40A kit a while back, that could use appropriate Atlas components...of course the SD40A would lend itself nicely to an SD45P - think EL...
