California Freight makes some ready-made piles of sacks cast, I think, in resin, that look good to me. Chris...good thought about flattening the whole tube first before pinching off the sections.

I used those California Freight "Stacks O' Sacks" for the interior of this shed (another "why did I even bother?" bit of invisible detailing, lol).

I used Fimo clay to make these mail sacks. Fimo is shaped as desired and baked in the oven for a few minutes to harden.

Search youtube for 'making scale sandbags'... quite a few results, just scale down to what you need. Clay seems to be the preferred method for military modellers.
