Looking for some advice/suggestion on how to transition this scene from industrial (steel) to rural.  Thanks in advance.

Build a viewblock with taller trees.  If you're hesitant, keep in mind that trees are much taller than most modelers think.

Depending on where you're modeling, you might not need a transition.  I've seen major industries, although not steel mills, with farms on the other side of the fence.

Kentucky Electric Steel, near where I live, has rural land, including forests, homes, and a feed mill/dog food factory surrounding it, and the only separations are roads and a creek.

prototype photos will be your best guide for this.

That's what I was thinking:

Maybe just extend the trees out to the right?  Maybe some water?  Coal piles?

Yep. Use Google Maps to find locations similar, and then do that!
