Depending on where you're modeling, you might not need a transition. I've seen major industries, although not steel mills, with farms on the other side of the fence.
Kentucky Electric Steel, near where I live, has rural land, including forests, homes, and a feed mill/dog food factory surrounding it, and the only separations are roads and a creek.
