that's the only photo I have, so unless you can get the number from it, we're stuck.

Not necessarily.  The fact that it doesn't have a full sill but has a frame could make it stand out from any other class.

Is there a reasonable stand in in n scale for the TK-N?

Going from the top of my head, but I believe one of the N scale mags had an article on kitbashing a CGW tank from the older MTL tank, resulting in a car that is pretty similar to the car in the pic. You might look at that.  There are also brass SP cars I've seen on fleabay that look to be of similar capacity.
