Thought my post spilled most of the beans (another diner reference) but perhaps I'm being too subtle. These are C&NW bi-level dining cars, Single level cars rebuilt by the RR with false roofs and updated electrical power to match the new bi-level cars bought in 1958 for intercity traiins. The shell and underframe castings to build said model can be purchased from Skytop Models. Check out Skytopmodels.com

Why the 10 gallon hat room ? Why didn't they lop off the second story ?

They were used with bi-level coach cars.  Think of WOT bi-level cars.
