ground cover at cement plant

what can be used as ground cover at a cement plant? I'm talking about all the spilled cement and cement dust around the tracks  around the tracks. Could real cement be used? if so how do you glue it down? I was at Lowes and saw an 80lb bag of cement for 7.00. and another idea is using pulverized slate which is a grayish powder. any input will be appreciated thanks in advanced.

You could try sanded grout from Lowes or Home Depot.  I know some people use it for n scale ballast and it comes in a variety of colors.

Sanded and especially unsanded.

Sanded works great for gravel, but unsanded is perfect for dirt (and cement).

Remember, textures in N are REALLY small.

Some of you guys need to stop thinking about using the real thing in N-scale--it's not necessary and (as Ed says) textures in N-scale are REALLY small! You would have to grind down most of these materials into a fine powder (think 160 times smaller) in order to come close to scale. Securing it to your layout is a whole can of worms in itself. If it were up to me, I would use paint and/or powdered chalk to simulate the dusty, grimy environment you are after.
