I'll disagree. NDOR* is, or was (I just retired), my primary client. Nebraska winters suck. A couple of -25°F Christmases spent in Omaha drove that point home. Maybe it's no worse than, say the Dakotas, Montana or Wyoming, but that's a really low bar. :|


Whatever...Hmmmm, and what's going on in the NE right now is considered balmy?
Maybe -25° wind chill factors.

Assuming you're driving, the best railfanning would be UP between Omaha and Grand Island along HWY 30.  For practically the full stretch, the HWY follows the railroad side by side. 
Lincoln has some good railfan spots to sit and wait, but nothing you're able to 'chase' or passively spot except for a few miles along HWY6 between Ashland and Lincoln. 
If you come through at night, however, this is the perfect stretch to catch Amtrak.

Fremont is also a good spot, where 2 UP lines join, and a lightly used  BNSF line comes in through town.
