Yes, there were. There are still some around, but the 28' container program died a horrible death. UPS's containers are all permanently mounted to their chassis.

I remember those 28 foot containers...  Weren't there 56' wells specifically built for them as well with 2x2 loading?

Those 56' wells were pretty rare.  Here's a shot with a 2x2 stack of 28' UPS contaners; note the interlocks at the 20' position for compatibility with 20' and 40' containers.  Some of these wells (maybe most) are still in domestic service hauling 53' cans, including some patched with the new TTX logo.
