There are a ton of Conrail and late era modelers here who want the SW-15 first.  Wasn't that many S units around in the era they model.  My druthers would be for the S first as I model mostly transition era but would get an SW-15 if someone makes one.

mid-1990's KCS virtually screams SW1500.  That is all.

I know this will seem like splitting hairs, and I don't want to appear argumentative because I am genuinely curious, but why suggest to a manufacturer that they do the SW1500 first?  I haven't been involved in these forums long enough to know if there has been a long-standing poll or something that found SW1500s were desired by modelers disproportionally more than the prototype usage, so I am curious as to why they should do the less numerous prototype over the more common prototype.

Because the SW1500 is still on the rails and can cover enough eras to make it useful.  1500s have been out since the mid-70s and are only just now being sold off by Class 1s in the last 10 years or so.  Alcos lasted as long but looking at the various forums demographics, there are many more "modern" (1970+) layouts being built IMO.  Not to say that an S-x wouldn't sell, just that the 1500 would appeal to more, selling faster.

I for one have no need or desire for an S-x, except for a museum peice, IF I add it to the plan.  But I could use at least three or more SW-1500s for the area/era I'd like to model.
Can't model worth a darn, but can research like an SOB.

I have ask two of the major manufacturers and neither seem interested at the time and one feared Walthers could convert their SW1200 to a SW1500.
Needless to say I found that to be a weak excuse since we know Walthers is more into HO then  N Scale..

I suspect Bachmann could do the S4 and SW1500 if they so desired..

Come to think of it Bachmann may be our best hope to see the S4 and SW1500.

While I don't need any SW1500 (in fact I need the S switchers more) I can definitely see the marketing appeal for a manufacturer. Based purely on observation, I see N scale as being ripe for such a loco that can fit well within contemporary railroading and still be attractive as the new model on a 60s-ish layout. Again based purely on observation, I think that's the era sweet spot for N, given the demographics versus the older HO modeler demographics.
