Ran into this at Canadian Pacific's Havelock, Ontario yards today while taking the family to the restored train station for breakfast.....
Not knowing what is was I looked it up.....Here's what I found out.......
Developed in 1990, in partnership with the rail car manufacturer Procor, Canadian National Railway and Canadian Pacific Railway, the CCPA Safety Training Tank Car CCPX 911 is a rail tank car safety tool which is operated under the auspices of Canada’s Chemical Producers.
The first vehicle of its kind, CCPX 911 is a key component to delivering TransCAER® value to CCPA member companies. It is also a valuable and supporting initiative of the transportation code under Responsible Care.
They have a website...

It's great to have a working 12 track yard, filled with odd hoppers, the occasional boxcars, open hoppers and MOW stuff to wonder about.... if you stay on the park and station property there isn't an issue as the switch crews are very friendly. I know many of the guys and they've been great about allowing me access to the Geep's and cabooses.... yes, working cabooses - 2, a CP Rail and SOO van that are used for the daily trips to the mine that yard serves.... all this while sitting either in the near 100 year old station or on the deck, whilst sipping a cool one.... railfanning at it's best.
