FXE SD70ACE with Elephant Ears?

I caught this in a youtube video the other day, and apparently they were shipped from the factory like this in 2015..

anyone know what the reason was?

Dust covers. Saudi ones are similar.

The photos I can find of the Saudi and UAE SD70acs units don't have that feature.

As much FXE power that I see and have ridden on here in Texas I've never seen those.

Looking at current photos of the same units, it seems like the panels were removed at some point.

Same reason the SP SD45s had them, tunnels.

Dust covers. Saudi ones are similar.

The Saudi, UAE and Mauritania SD70ACS units have sand filtration systems not simple 'dust covers'.
