Yes, the new NRE E3000CC-DCs (EMD 645 prime mover DC locos) were handling all of the passenger trains and the nightly rock trains while I was there last week. There was a set of rebuilt GE shovelnoses prepped and clean, and moving about at the Shops but I didn't see them pulling any trains. It was just starting to get busy though, with 2 cruise ships a day going to 4, so maybe a set of the older locos will have a reprieve for a little while. The old 101's (MLW DL535E's) are relegated to yard duty, shuffling passenger cars to the Station and back. At least I got to see one (109) working while there. Seems like I'm always a year too late.. was the same way with Conrail when I started railfanning in 1979.
There has been quite a lot of work on the ROW recently, which is on-going--hence the rock trains. From my limited knowledge it seems a couple passing sidings were added, a bridge replaced with concrete, and signaling. Interestingly, the WP&Y seem to quarry their own rip-rap from the hillside next to the ROW by their shops. You can see the front-end loader just to the left of 3004 in the photo.
