Can LokProgrammer export the sound package from an ESU decoder?  If not, is there a way to download the sound package of an ESU decoder so that it may be copied/imported to another ESU decoder?

I've done what I think you are asking.  There's been times when I'm lazy, so I just copy the sound file from another decoder for the same locomotive model and download that to the second decoder.  Then, I just have to tweak the address; CVS 2, 5, and 6 for speed matching; and the speed of certain sound files.  This saves me from having to remap the entire decoder as I do to run on the ProtoThrottle.

No.  You cannot take the sounds from one DECODER to another.   You must download the sound project from either the ESU web site or from a third party (if they created the site).  Then you can load it, using the LokProgrammer hardware and software, to a decoder.

The actual sound files from inside the decoder? I'm very curious as to how you did that.  :)

With LokProgrammer or DecoderPro you can read all the CV values from a decoder (on ESU there are hundreds of them), then save them to a file or upload them to another decoder, but not the actual audio files with all the project's sounds.
