... the Athabasca product was two double etched pieces to be soldered together ....

Found some (old) images of those (tho not of the turnouts):







Not sure tho that I see how those flangeways could be much more than 0.015" deep tho.

I'm puzzled by the same thing you are.  There are etching houses that can etch one side more than the other... so in theory this could get to around .020" clearance.  But it sure doesn't look deep enough.
