Diesel fueling platform detail

I'm building a model of the former DM&E yard in Waseca, MN and there's a detail on the diesel fueling platform that's proving elusive as far as identifying just what the heck it is. I have a whole bunch of pictures of it, but none of them are particularly good. To wit, the rack of "something" next to the "MARKERS" box -









Can anyone tell me what those "somethings" might be?

Sure looks like a rack of EOT devices to me. They appear to be hanging on their sides.
