Following on from what woodone suggested I found that the 8 pin plug was indeed loose in the socket in the tender.  I think this is the only loco that I've used the standard 8 pin plug on the V4 Select Micro.  Mostly it's been a case of cut them off and hard-wire.
Well, I've bent the pins a bit to get a greater friction fit and it works fine now.  It really was a poor fit and needed a lot of tweaking before all of the connections were made.  It came to a point where I even thought about hard-wiring it.
Thanks for the suggestions as I was on the verge of ordering a new motor from Intermountain.
