This "tagger" apparently has plenty of time to make serious art like that on a rail car.  Is there no security guard at all?  It seems like some malicious person could use that same amount of time to make some really serious trouble with a railcar.

Most of these large jobs are done on cars sitting in storage somewhere.  Unused sidings or even branch lines that are no longer in use/have any customers remaining on them, sitting out in the middle of nowhere.
