Can't program any cv's,,,because I get the NoAk message. Which means Digitrax does not acknowledge the decoder.

  This really really really making me upset.

Have you tried other direct mode programming? Just a shot. After reading through your original post my best guess is the decoder is bad. It works on 03 and you can program other decoders? Then the decoder is bad. No short or contact problem because it works on address 03. It also isn't something done on installation because again, it wouldn't work on address 03.

The only other item I'd try is adding a ballast to the rails something as simple as a light bulb spanning both rails.

Once again guys Thank you for the help.

  I really hope it is a bas decoder,,, because I have plenty of locos that can use the CN type decoder.
