The "yellow stacks" are actually covers, to keep the rain out. This is a dead line, albeit spread around an (also) otherwise unused turntable and whiskers instead of tying up a couple of yard tracks.

Nice to know a circular blanking plate will do for non-dynamic GP30s. I always assumed it would be featureless! Neat photo, thanks for sharing...
