That's a tourist railroad with no outside connection. Probably makes the daisypickers think it's an antique locomotive - which it is...

There were short lines and switching companies with schemes that elaborate back in the 1940's and 1950's. Look at Manufacturers Railway in St. Louis for example. Similar colors, too.
