Identify this locomotive part?

I found this part loose in the box with my new Atlas CP GP40-2. I don't see any obvious place where it would go and there is no mention of it in the parts diagram. Any ideas?

It looks to me like a bit of the sprue that the handrails are molded on. Not sure how a piece of scrap like that would go unnoticed in the box all the way to shipping it, though.

Edit: it does look more like the snubber from one of the truck sideframes.

Mark,
Is that the snubber (I think it's called) in the truck.
Atlas uses a separate tiny part for the little piston that fits in a hole on a journal on the truck.
