Early (1939) VO1000 carbody owners

Doing some research on brass diesels I came across the "early" (1939) version of the Baldwin VO1000. I say "1939" version as that's what Hallmark called them when they imported them. I can only find evidence of ATSF owning this variation; were they the only owners?
