I understand that the EP-5 models from Rapido have animated pantographs. Perhaps that function can be tied with a simulated pantograph arc, like this one disclosed in a French modeling magazine:

Bachmann ptc trolleys have this feature (but obviously no operating pole) and iirc Soundtraxx, TCS, and ESU have the lighting functionality in their decoders.

I got some time to double check myself. I'm quite wrong.

Soundtraxx has a pantograph arc light feature, which is presumably what Bachmann uses on their PTC trolleys.
TCS has a trolley mode with break lights that come on when you slow/stop the trolley, but no arc lighting function.
ESU has a pantograph function, for raising and lowering the pantograph, but no lighting effects.
