Question on Shipping Scenic'd Layout

I am finishing up a small layout for my dad who lost his layout when he went into assisted living.  I will not add trees until after it is shipped up to him, however, I have added bushes made with Woodland Scenics Fine Foliage.  I covered an embankment with it.  I would like to glue it into a clump (like how it comes in the package) to make it more durable for the trip.  I sprayed it with hairspray but I think I need something heavier.  Diluted white glue?  Has anyone done something like this for a portable module.  Any ideas?

I use Diluted Mod podge oversprayed on most of my scenery. Which did survive a new owner transporting a layout in the open back of a pickup along a 3 mile stretch of highway. As long as most of it has some adhesive it shouldn't be heavy enough to go anywhere under normal conditions. If you want to test I suggest blowing stuff around with a dry airbrush and seeing if there's any loose clumps.

Thanks Al.

Checking the hairspray this morning, I think I might be good enough.  It's not so much about keeping all the ground foam attached as it is about making the delicate branch structures a little more robust.

As long as nothing is rattling around in the carton to take out the brush, you're probably fine.  Certainly a shot of diluted white glue or Mod Podge would help lock the foliage together between the different armatures, but that probably won't make a difference if something breaks loose in the carton.
