I use C/MRI for the hardware, and Visual Basic 6 (VB6) for the programming. You can also use JMRI for the software side if you prefer.
I have used both JMRI and VB6 with my CMRI hardware and signals. Good results can be had with either.

The CMRI hardware has been trouble free.

My signals were made by now defunct South Bend Signals.
Depending on how many signal heads you need, scratch building may not be practical.
Regardless of signal brand, but extras, perhaps as many as 20% more. Signal manufacturers come and go.
I found I had underestimated how many I would need, and a few will die over the years.
