Ah I see, because the flashers are obscured by the embankment. I think legally this is how this situation is supposed to be resolved. Reminds me of my area where some road signs obscured the flashers so on top of the normal cross buck there is also one mounted offset of the pole by about 4-5 feet.

There is a very similar arrangement in Martinez CA:

The SP/UP main between Oakland and Sacramento is climbing an embankment to reach the bridge across the Carquinez Strait to Benicia, the ground-level track to the south of the embankment is the main to Stockton, and there are additional industrial tracks on both sides of the embankment to serve the local refinery. It always seemed like a model railroad to me.

I also noticed that, unlike a lot of crossing videos, this driver showed good judgement. Even after the lights stopped and the gates went up, he approached the crossing very carefully!

In the video, when they zoomed in at the flashing lights it seemed that the left one was incandescent bulb, and the right one was an LED array. I guess they install LEDs as the incandescent bulbs burn out.

That's what they do with traffic lights around here, and I've noticed a lot of commercial trucks with mismatched bulbs.
