Is the flicker built into the LED or it is that black pack on the leads?

For flickering and color-changing LEDs there is a chip built into the LED's case that creates the effect. They only have 2 leads that need power applied (usually need 3V, so an external resistor is also needed when using higher voltages).

For flintlock LED, you can string few plain LEDs in series with the flickering one to have them all flicker (since flickering results in equivalent change in current consumption, making the other LEDs flicker too). Again with a resistor connected in series with the LED string.

Have you ever tried using flickering LEDs to simulate candles?

Candles, at least the kind often found on restaurant tables, don't flicker all that much, if at all. Plus, I'd have to either use an effects circuit, since I'm certain there are no 0201 flickering LEDs, or run them all in series with a hidden single flickering LED--but this would not look good at all because then the flickering would all be synchronized, which would obviously never happen in real life, so I'd need to use five flickering chips. Anyway, I thought it might be too much to have all of that flickering going on in addition to the strobe effect the fans make.

They would be synchronized with the air moved by the ceiling fans.  Duh.

Back to work!

I agree that flickering "candles" would not really be a good fit for this scene.
I just answered Chris' question asking about the location of the flicker circuit (and expanded it a bit with the series connection information).

But the funny thing about contemporary restaurant candles is that nowadays many restaurants actually use flickering-LED "candles", not real candles.  But this layouts era is in the past.

I'm fully expecting DKS to do something truly game changing, like illuminating a glowing cigarette tip on one in the mouth of a patron as he inhales through the filter. Or maybe an operating beer tap? A sound module that plays some jazz the band might have treated the customers to?

Game over, man. Just amazing stuff.

For me the barber pole did it!
I give up - I'm putting my scratchbuilidng supplies and SMD LEDs away, and going back to restoring old Bachmann locos with cracked axles!   :)

I was going to suggest sound for the jazz trio as the next thing to complete the scene.

Maybe famed trombone trio Tom Mann and his Menn can record something for this.

Here's a Clerihew about Ed. K.

Ed Kapucinski
Every night, he plants a new tree.
But mention his law
and you've pulled your last straw!

Alternate version:
Ed Kapucinski
Every night, he plants a new tree.
He asks excitedly "Did you say Ménage à Trois?"
No, I said "Ed's Law."
