Guessing a driver height of about 30", he'd be close to six feet tall.

Not sure yet. I like the proportions of this loco and figured step one would be making a scale drawing of it, but I have no info to go on.

I reckon he is about 5'4".
You could try taking your scale off the tie on the lower left hand corner of the image.
They were about 8 inches in height if I am correct.
Might just work.

Behind the cab not in  ;)  He is leaning a little bit though.

I scaled the photo so the wheels were 30" and the guy was 5' tall. Might need to go a tiny bit taller. And then go look for a chassis that might work.  :D

Are the center drivers blind on that thing?  If so, just how sharp were the curves?!

Probably is blind. I found the photo on Facebook and just liked it. I seem to be collecting a bunch of photos of small steam locomotives.  This 0-6-0T was owned by the Sierra Lumber Co. and when I searched for more info I found this showing 2 other locos of theirs:


As for modeling it. It looks like the newer Bachmann 2-6-0 chassis will work if I remove the pilot wheel and flip the chassis around to get the correct  driver spacing. Moreover I'm just trying to get off my a$$ and do some modeling.

In the photo it's hard to tell, but I'm pretty sure the front and read drivers have flanges. 

All-blind drivers?  Don't laugh - look up the old British "plateways".  They used angle iron rails, with the vertical side on the outside, and regular wagon wheels.  Horse-drawn, of course, but more efficient than dirt roads, and the wagons could be used on road or rail.  There's no reason a locomotive couldn't be built to run on one.  Switches would be interesting, but not impossible, especially stub switches.
