Another option is an N Scale layout using MDC/Athearn 2-8-0 and Bachmann 2-8-0/2-6-0/4-6-0 as motive power with the same radius and grades......maybe even a USRA 2-10-2......
While the idea of an HOn3 layout sounds fun, the biggest issue is motive power. MDC made an inside and an outside 2-8-0, and a two and three truck shay, but not for 15 years....LaBelle makes a lot of wooden kits, MTL had at least one boxcar and trucks.....
So does your era let you have C19's?
Oh, I know about Blackstone....but what have they delivered since 2013? I really wanted a model of 340...but they didn't make a model of it.
Yes, RGS 40 and 41. 40 was wrecked in '43, but 41 still exists. I juts ordered a #40 from M B Klein.They re-released the C19s recently... MB Klein has 'em for $399, but RGS 40 unweathered with sunrise herald was $349! Yeah, I don't know what they've done since 2013, but there's a lot out there on the market now (albeit shockingly expensive). The K28s and K36s are apparently slow-rolling, which is fine for me anyway because that K28 might make me re-direct toward the Chili Line!Still a ton of old Rail Line, E&B Valley, LaBelle, & Durango Press kits out there and even some MicroTrains RTR stuff (have my eye out for one of the RGS ex-C&S reefers).
