I love these sigs. Big respect. 

N&W used the targets but that's about where the similarities end. I will have to make them for my layout, no way around it.

N&W and Amtrak are CPL, which adds another layer of complexity.

I still see these on the NE Corridor daily (Amtrak).

Can't wait to see the layout!

I for one am sorry to hear this. It would be a shame to let this die.  You're seriously on to something here. I think without a price it's hard for people to commit to something. What would a "kit" cost? All the leds, brass parts, wire, circuit board, heads, basic instructions, what would this cost? 

No, towl, there are no plans to provide a "kit".

You're quite welcome Jim.  As an adviser I had the easier part of this project. It was you who had to learn how to design the actual PC board and then go through even more frustration dealing with the manufacturers. My hat's off to you for sticking with this all the way to completion (even if you had to cut the circular boards out by hand).

The problem really was the very confusing way the PB board designs have to be presented to the manufacturers where there are multiple different files have to be provided to them for drilling, etching, solder masks, and cutting.

Seeing that using a 0.4mm glass/epoxy board is a viable choice, if someone really wanted to pursue this project on a larger scale, with enough research they probably could find a one-stop shop which would produce and populate those boards with LEDs. For additional charge they could probably also solder the magnet wires.  That would result in a kit where all miniature electrical components were ready to use. But since I think BeNscale closed shop, the photoetched ladders (and mast bases) would have to also manufactured from scratch. That is a large undertaking.

Maybe someone like @Lemosteam would like to tackle this project?  No pressure or anything . . .

Here's what the signals look like, installed on the layout.  They are powered by Logic Rail Technologies signal animators.  The one on the right is also interlocked to the next turnout on this part of the mainline.

The video shows the signals changing from stop to slow to proceed at 10 second intervals.  This is adjustable up to 30 second intervals.  I'm ok with this because my layout does not use "real" block control of traffic.   Some people would call this semi-prototypical operation for semi-prototypical signals.

I've been using Logic Rail Tech signal animators for years!  They currently drive my Alkem PLs on 10-second intervals:
