Precision Craft E7A lighting for an SP Golden State E7

I have a Precision Craft E7A, undecorated, DC only.  Although the undecorated package includes both the single-headlight and dual-headlight details, the light board has an LED only for the upper LED.  Of course, I want the headlight to be in the lower light - I want the upper one to be red (I'm doing a Golden State E7).
The light board appears to have solder points for a lower, surface-mount LED.       

I've sent an inquiry to Broadway Limited to see if they have any old dual-LED light boards, but I will be surprised if they have any old parts available, so I'm expecting to have to modify this one.
I've got no experience tinkering with this kind of thing (such as soldering surface-mount LEDs - never done it).   

If anyone has any experience or helpful advice, I'd appreciate some suggestions.

BLI responded that they have neither spare light boards nor wiring diagrams for these, so I guess I'm going to wing it (unless someone has a 2-LED light board they want to swap, which seems unlikely).

I've never tried anything like this before, so I'd appreciate any advice on:

1. add an LED for the lower headlight
2. make the lower headlight the primary light
3. program a Digitrax 6-series DCC controller to make the upper light to behave like SP's red upper light (which I think indicated a heavy brake application, but I'm not certain)

On SP E and F units, the upper light is an oscillating signal light. Most have a "white" light and a "red" light. The red is displayed when the train goes into emergency- only.

These are the values I set all of my E's and F's to:

CV49=40
CV50=2
CV33=1
CV34=1
CV35=2

With these settings I get Rule 17 headlight, the yellow (Normally the rear light) wire is now the upper "signal light" controlled by F1.
The white wire is still the head light. (The lower light).
